For my team we have have two user, including the admin, which will use the hole Creative Suite.
But one of them will only use three software. Photoshop, After Effects and Premiere.
So i would chang this third license to an dedicaded license in which the user are only able to use dedicates software and reduce in this way the price corespondely.
