From the query that you have mentioned above I am able to understand that you are looking to convert one Seat from your Creative CLoud for Teams into a fixed license ( Prepetual License ) . If this is what you meant , You can do it but then you wont be getting CC products for the prepetual License .
Prepetual Licenses are only available for CS6 products and not for CC . However , if you wish to restrict the usage of the products for that particular machine, you can only create the package for the required products and push/Install the same on that machine . This way the end user wont have access to all the products .
