acrobat package does not install cs7

When attempting to deploy a CS7 Acrobat Package to Windows 7, the installer finishes running, and Acrobat is listed in Programs and Features, but Acrobat is not installed or listed in Program Files. We have tried creating and installing both a 64-bit and 32-bit package with no luck.
