I had this same problem. I found out that if I deleted the Adobe CCP cache folder, my ability to run the Application was restored. I found this file in C:\Users\<username>\AppData\Local\Adobe\CCP

 

After removing this directory, Creative Cloud Packager (CCP) would launch again. I did have to login again with my Adobe ID, and my cached packages needed to be redownloaded, but the Application works again.
