I have since discovered that there is no 64-bit version of Muse. I re-downloaded and repackaged via CCP, selecting 32-bit Package, but that didn't help.
I also discovered by actually reading Deploying Adobe Packages with SCCM, that I'm supposed to be using the ADOBEINSTALLDIR property and not INSTALLDIR.
Neither of the above has solved my issue.
