After troubleshooting all last week I finally figured this out (a weekend away from work does wonders in clearing your head). It occurred to me that on Domain systems I was getting the security certificate prompt when starting up CCD, but was not getting the prompt on non-domain systems. This lead me to look at the certificate and the certificate stores on both systems. It turns out, starting up the first time, CCD wants to add a third party Trusted Root certificate automatically. However, this was not possible on Domain systems as the installation of third party Trusted Root certificates is disabled by Domain Group Policy. The work around was to export the certificate from a non-domain system and manually import it into the domain system (requires administrative access). After manually importing the certificate, CCD (and CCP) starts up and works fine.
