Creative Cloud Packager fails with error Oops something has gone wrong, please try again

This is a Windows install. Researching this error suggests a solution of removing the CCP directory under the local profile, but this did not work. Have tried to run the tool on a number of machines both behind firewall/proxy, and using an unsecured connection but always fails. Very frustrating. We are a Gov department and are using a Teams subscription to Creative Cloud. It is from there  I am downloading the latest CCP called CCPLauncher, although I have also tried the version on the LWS with the same bad results. Any help very much appreciated.
