Multi app package on Windows with named license doesn't actually install the apps. Only the CC app which leaves the user with a set of "Install" buttons (which they don't have admin rights to do). Is my only option a serialised install?

I have created a named license install package for CCE for Windows. It creates a package that is >10Gb. When I call that package via an msi command line it only seems to install the CC app and asks me to sign in, none of the actual apps are installed. When I sign in I get the full list of available apps with an "Install" button next to it. Clicking this requires admin rights which our users don't have. Is there a way of getting the package to actually install all of the named apps prior to sign in?
