The steps you tried should active the software offline. However if still the same behaviour then let us try few more steps:

1. If you are in Windows try giving permissions to the following Adobe folders:

  C/Program Files(X86)/Common Files/Adobe-->Check for Read/Write permission

   C/Program Files(X86)/Adobe-->Check for Read/Write permission

   C/Program Files/Common Files/Adobe-->Check for Read/Write permission

   C/Program FIles/Adobe-->Check for Read/Write permission

   C/Program Data/Adobe-->Check for Read/Write permission

On Mac:

Library/Application Support/Adobe-->Check for Read/Write permission

~Library/Aplication Support/Adobe-->Check for Read/Write permission

2. Create a serialize file using AAMEE 3.1 and run the command line: AdobeSerialization --tool=VolumeSerialize --stream --provfile=Absolute_Path_of_prov.xml to serialize the product.

  You may simply copy the Serialization file to the offline machines and run the command line to serialize it.
