I had the same issue. I created my CC CS6 deployment using the CCP tool provided by Adobe. I then used my CC Admin username and pass to try and activate my suite, but reveived the serial number prompt that you are getting. I then got in touch with Adobe support. They explained to me that the CC Admin account does not actually have a license associated with it. They suggested that I invite a new user via CC admin site. Once I created a new user, I went ahead and tried to sign in/activate my suite and it worked fine. Perhaps the account you are using is an Admin account? If not, I am still willing to bet that it is an account issue and not an install issue. Good luck!
