The reason it is taking so long to install is because each installation is downloading from the cloud. Package Builder is NOT a download of the applications. It is an administrative tool that pre-defines which packages are to be downloaded and installed. Sorry to spoil your day, but you are using bandwidth per install. This should explain the long install time.
